Weird, tiny, colored-spots appearing over the image under Develop module

Hi everyone! I recently had a new laptop and installed Lightroom Classic CC but I have an issue when I was using it to edit photos. The first thing I realized while editing under the Develop module was that there were many tiny, colored spots appearing all over the image and they span across the background. To further illustrate the problem I have attached an image of how it looks like when I use Lightroom. This happens to not only one particular image but to ALL of my photos. It's extremely frustrating to edit photos when the spots are always in the way and it really affects my judgment. I'd greatly appreciate if anyone could give me some guidance to solve this issue. Thanks!

Try Lightroom > Preferences, Performance tab.

Uncheck Use Graphics Processor.
