Effect doesn't follow mask as it moves around the program window

Hi, I'm trying to move a blur video effect around the screen using an ellipse mask and manual keyframes. On playback the mask moves but the blur effect stays stuck on first position. Why won't it follow the mask indicator? Thanks.

Are you using the mask within the blur effect, or some other effect? Let us know.
