Video codec needed?

I'm a newbie and I'm learning how to use Premiere Pro CC 2019 via LinkedIn learning. For some reason, all the videos get wonky looking when I scrub them in the various sections of the interface. Am I missing some sort of codec? Any other ideas?

Green or purple streaks appear in the Source and Program monitors

Note: never install a codec pack, can mess up your system.
