I have Lightroom Classic - when exporting a photo, when I UNcheck "Resize to Fit" in order to get a maximum pixel resolution, it removes my active signature watermark from the photo.

Initial troubleshooting:
1. Please do Help > System Info and copy the first ten lines here.
2. Are you using Windows File Explorer or another file browser to examine the exported photos' watermarks? Which software?

Not sure what you mean by Active Signature watermark. Is this a watermark you placed of the image prior to doing an export using some other program like Photoshop?
The only time you can place a watermark on an image in LR is during the Export process. You do that by checking the option check mark box in the Export dialog window.
Once you place a watermark on an image in LR when exporting you can't remove it.

During the export process, I checked the watermark signature I wanted. If I
checked the "Resize to Fit" (which gives me a JPG <1mb), the exported image
has the watermark... but if I UNcheck the "Resize to Fit" to obtain a much
higher sized JPG (+/- 8mb), even though the watermark box is still
checked... the watermark does NOT export.

Are you using the "simple copyright watermark" or a watermark generated using the "edit watermarks" feature. If Edit watermarks, are you using a graphical watermark or a text one?
For me the watermark feature works perfectly regardless of the export resize to fit checkbox. Only if you use a simple copyright watermark and you don't scale, you will get that a watermark that is so tiny that you can't see it in zoomed out view.

I'll admit I'm not very tech savvy. My older "disc" version of LR on my PC
has NO trouble with watermarks. My new LR 8 Classic CC, on my new DELL XPS
15 laptop is the issue.

I don't know what's going on with your configuration. Two more suggestions:
1. As a possible workaround, set the Export option Limit File Size To: 100,000K:
This worked around another watermark bug that was fixed in LR 7.2.
2. Edit the watermark you're using and post a screenshot of its entire settings window. Resize the window tall enough to show all the settings:
Perhaps we can reproduce your problem.

If you are using a standard text watermark based on the copyright field it is probably there but really tiny and only visible when you zoom in.

Try a different font, even if the one you are using used to work, oh, and check your watermark settings, has the font changed?

Ineresting, in that last link, author mentions that a OS update can foul up fonts that used to work.
Also, in that last link, possibility of deleting current saved watermark, and creating it over again, even with previous settings.
