Banding after export

Latest Verison of Premiere: Look at these screen shots. They're 4k a7RIII footage denoised with Neat Video. The Premiere Exported frame is smooth, the H.264 (150Mbit) is terribly bandy. No changes in export settings have any effect. Software only, highest bitrate, max render quality, max depth nothing matters. An export through AE as Quicktime animation results in smooth video. This is ridiculous. The 100mbit footage in SLog has pretty much no banding to start with. I'm terribly frustrated. Please help.
