I recently purchased a new computer and installed Adobe Premier Pro 2018. When I try to import projects from the old computer which had Adobe premier pro 2015 I get the following message : "This project was saved from a previous version of Adobe Premier Pro and must be converted." What does this mean and how do I accomplish this ???

Changes are made to Projects from release to release, so opening older Premiere Pro version projects in a newer version, will require a an updated project file for compatibility. This will not affect your original project. It will simply create another project file in the newer Premiere Pro version.
You just need to verify the Location and Name (default location and name are given, but you can change if desired), then click OK button to create an updated project for Premiere Pro 2018.

As Trent says you can change the name but dont use the original name.

Ah yes, good point Ann
FYI, the default name provided in the Convert Project dialog will be the original project name with _1 appended at end, so as to avoid overwriting original project.
