Radial tool & Brush tool not working

I have tried to use my Radial filter & Brush tool today but whenever i actually adjust anything (using either of them) it adjusts the whole image not just the highlighted tool part as i usually does

The Graduated filter works fine  ...any ideas?

Check that you didn't collapse the slider section, so that you are actually moving global sliders instead of the tool sliders.
