Effects in custom bin only usable until program restart

When i create a custom effect bin in premiere and drag effects in, i can only use those effects until the next start of the program.

Whenever i start premiere again, i cant put any of the effects in the custom bin onto any material. If i use the non-custom bin version of the effect, it works.

Are you creating effects presets? If not, do that and see if it works.
Saving an effect or multiple effects as a preset in Premiere Pro
