2 Issues: Importerquicktime.prm and OBS screen capture vids won't load anymore

Since the newest update I have had 2 major issues not previously seen.

1. Premier stops loading at importerquicktime.prm

It seems to not load after I close premier and start it back up.

I have to end process, restart the computer and then premier loads.

2. I use OBS studio to record skype conversations as 60fps mov files. Before the latest update, premier had no problem importing the videos so I could edit them. Now, premiere stalls when I import the screen capture videos (mov and mp4). ***Please not, I am not screen recording while in premiere, I am capturing skype and trying to import the videos into premier. Which worked fine before the latest update*** What gives?

Can you find the file here? %APPDATA%\Adobe\Common\Essential Sound\SharedTags.json 
 If so, please remove it and see if the situation returns to normal after restarting Premiere Pro.

If you use the AVG antivirus, uninstall it, it is known to cause problems with the importerquicktime.prm.

I recently updated with the newest update. i am still having problems with "Premier stops loading at importerquicktime.prm"

Importing OBS studio .mov files seems to be working ok now.
