Video playback is sharpened but when I pause it's blurry

So on one of my clips I sharpened it 100%. My playback resolution is 1/4. And when I play the clip it looks clearer. But when I pause it, it goes back to being blurry. (pause resolution is set at "full"). This is basically the opposite of a blurry playback due to 1/4 playback then pause for the clear "full" video. Any ideas on how to keep the clearer playback when exporting the video?
