How do I fix the video preview while i am editing, because it skips frames and glitches?

When I am editing, the preview of the video on the top right glitches, and skips frames. It also plays parts that were trimmed out of the video! For example, when I have a certain section of the video, it plays part off the part that i trimmed out. Then, it skips some frames, then goes back to them. It keeps on happening and is annoying to work with! This is happening to me in Adobe Premiere Pro CC 2018!
