I can't convert my audio from mono to stereo

I have tried changing my audio clip from mono to stereo but none of suggest answer worked for me.

I can't drag either fill the left or fill the right on my audio clip and I can't click anything but just one check box below in audio channel.

What should I do?

Is this in a bin or on a sequence? If on a sequence, is the track locked?
