Lightroom catalog error

When trying to launch with catalog that I store on portable hard drive I get the following message:

"LR can not use the catalog named " xx lighroom catalog" becuse it is not writable and  can not be opened.

What does this mean and how to fix??

Check the properties of the folder that contains the catalog. Ensure that it has both read and write capabilities.

My apologies. I meant to say the Permissions on the folder that contains your LR catalog.

The above screen capture does not even show the Properties (which I erroneously asked for) of the folder, it shows the Properties of the LRCAT file which is not what we need to see.
