We can easily assume that the cloud platform runs on state of the art hardware and software. Otherwise you may guess some of it when looking at the host names. But most important of all: as John T Smith ​correctly assumes, the Adobe side of the cloud platform is simply irrelevant to the user...

What Creative Cloud are you referring to? Where did you get your answer from?
The answer is not Flash.
Flash is an old technology which Adobe has retired and parts of which have been rolled into Adobe Animate. Nothing to do with the platform that the Creative Cloud runs on.

creative cloud programs run locally (on your computer).
if you share documents using adobe's creative cloud, then your question make some (but not very much) sense.
and it doesn't make sense for your it dept to delegate their job to their clients (you). they might reasonable ask you what programs you're using but otherwise they're misleading you or you're misleading them or both.
and, as has been pointed out, no matter who wants to know what, 'flash' is the wrong answer.
