after the import photo process completed the import progress bar is still showing and I can't start the new import. I first need to restart LR then import work again

Are the originals being imported from a card or hard drive? Where is the destination location? Are you renaming files when you import? How many files are you importing?
Can you import from a different source without a problem?

Thanked for your replay see below answer to your question and more detail on my issue
Import from card
destination location is on my external hard drive
I copy the file with the original name
i import 100-400 file at the time
The first import process is complete then when I press the import again the source panel wasn't open I need to restart LR in order to be able to import more files

I have exactly the same problem which only started after the last update; it's such a pain, I have to close LR and PS then start the whole process over each time I want to import images.

Inquiry by cmgap is spot on, I got fixated with the presence of the bar, as opposed to the real problem of not being able to start a new import.
similar to another member not being able to start a new import from a smart phone. LR thinks the media did not get ejected properly.

Yes I do - but the dialogue box is different to the usual one in that after
I click "import" the progress bar (top left) just hangs, and at this point
I can't see which folder my imports would be going to - nor can I specify
a folder. After rebooting, the dialogue box reverts to the usual layout
and I can see which folder my imports go to, change it if I want to and
everything works as it always did up to the most recent update (about a
week ago) when I first encountered this problem.

Do you perhaps have either or both of the services, find faces, or map, running? If so, then the import may be busy busy busy, oh, you might see all the images in the film strip, but the import process is not done.

Ok, so when you go to upper left, both services are paused? Bummer, so much for an easy answer.

Make sure that no sync to the cloud, that no face recognition is going on, and that no address lookup is going on during import. Before telling LR to bring up the import screen, stop any such actions. You can turn off The auto face and address in preferences, and on the main LR screen upper left, click to show services, pause any face or address going on.

Thank you but this doesn't address my problem, there is no sync or face
recognition going on.
