How do I make a blur?

I have a video that doesn't fit the whole frame. How do I make a blur, so that it is kinda like a video playing on facebook?

Duplicate the clip and move it to a track above the original. Select the copy on the lower track, scale it up to fill the frame, and add a blur effect.

THanks, how do you add a blur effect? I've been looking through it in the effect control, the project panel, etc. Even searched up YT videos, but the effect label isn't showing on my screen like the YT videos.

I found out how to do the blur. My tab was somewhere else. How do I make the blurr appear at a certain timeframe?

I have a video clip -- which will be not blurred at the beginning, and then blurred at a certain time point. When I try a keyframe at the point, it makes the whole video clip blurred.
