Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:

Reset a workspace

Reset the current workspace to return to its original, saved layout of panels.

  1. Do one of the following:
    • Click the Workspace menu icon and select Reset to Saved Layout.
    • Choose Window > Workspace > Reset to Saved Layout.

If that doesn’t work,,try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

None of the things above worked. I'm using premiere pro 13.0.02. I'm using windows 10, version 1803. One camera was recorded in mp4 but I cant find what the other camera was recorded in. But they are being exported to h.264. My computer specs are a Ryzen 5 1400 cpu, a rx 570 graphics card and 8 gbs of ram.
