Hi
I'm new to Adobe Premiere, but I seem to be lost on how to adjust the brightness/contrast of a picture. I've managed to adjust my first image under Graphics > Effect Controls > Lumetri, but my other images don't seem to have the Lumetri option to do the same. Any suggestions?

Wrong way to do this.
Go to the Color workspace, that is Lumetri with the panel opened and ready to work as you move down the sequence.

Is that Lumetri Scopes or Lumetri Colors?

In the workspaces bar on the top of the Premiere Window, click on "Color".

Yeah, that's what I click on and it gives me a Lumetri Scopes section on the left and a Lumetri Color panel on the right. Can't seem to do anything with the scopes and I can't find an option in the Color panel to adjust the brightness/contrast.

Go to the menu Window > Workspaces > Reset to Saved Layout.

Video grading apps don't list "brightness" and the scopes show what the signal is, they're not too to change things.
Start with the basic tab. It's very easy to move the sliders and see what happens.
Also on my blog there are demonstrations of what those controls do and how to use them.

A separate issue, but I've encountered Premiere hang/lock up on me twice now. 😕
