Warp Stablizer does not work properly

Hi , I updated to cc 2019 and now the warp stablizer effect wont work properly. the frame dances all around the place and its not cropping and staying like a constat frame like the older version ? 

is there some new settings i dont know about ?  or is there a bug in the software
