I'm experiencing and have read up on the following issue.
Since it was a bit dated and I got my laptop after the issue was posted, I was a bit supprised that I was getting the issue.
I updated to that lastest driver (25.20.100.6519 released 17 Jan 2019) and the issue still exists. However, the work around of switching to Mercury Playback Engine Software Only in Premier Pro and the playback engine seems to work for now.
FWIW, my Laptop is a HP Specter 360, i&-805G@3.10 GHz and 16BG ram.
