When you place your dissolves on the timeline are you getting this warning:
and the dissolve icons have stripes on them like this:
If so, you do not have sufficient handles on your clips to make the dissolves as you have placed them. Premiere is adding repeating (still) frames to accomplish what you are telling it to do.
You need to have available media handles on your clips to do what you want:

In Premiere Pro, as explained in:
Applying transitions in Premiere Pro
You have to have clips on the timeline that have sufficient head and tail trim to allow for the transition.
You can't just drag complete clips to the timeline and place transitions - you need to trim the clips in such a way that there is the additional frames needed to make the transitions happen without adding frames.
You can do this trimming by loading the source clip to the timeline and placing in and out marks on the clip - where the in and out marks are placed, for example, 30 frames after the start of the clip (in) and 30 frames before the end (out).
Or you can use the trim tools that are available in the timeline tools to move the cut points, start and end points of clips to allow for the transitions.
There are some editors that will automatically do the adjustment of the clips for you, such as iMovie, Adobe Rush and FCP-X, but Premiere Pro is not one of them.
