timestretch tool gone, no drop down menu on toolbar

there used to be a tool for stretching the clips, it seems to be gone now

and those small arrows on the bottom right of each tool look as though they open a drop down menu but they dont.

nothing happens when they are clicked

im using latest version of  premiere

It is still there.

Click on the icon the same way you would do in Ps. Click and hold a short instance.

Note that I have changed the shortcut to X.

To reveal the sub-tools, click on a tool with the little marker on the bottom right and hold the mouse button down:

Don't recall a rate stretch tool, but I may be wrong.
