Thank you for your fast reply!
Maybe you've got information which version is the latest one that supports GTS 450?

You will have to go back to CC 2018 (12.1.2) with that Fermi-generation GPU because NVIDIA has already EOL'd all Fermi-generation GPUs - including your GTS 450 - for all future drivers and support with the last WHQL driver (391.35) being released back in March of last year. Beginning with the next WHQL driver release, a Kepler or newer GPU is required just to even use. And Premiere Pro CC 2019 requires a driver with CUDA 9.2 or higher support - this means 397.64 or higher WHQL drivers, which now no longer supports your GPU - to even enable CUDA GPU acceleration at all.

Latest driver for the gts 450 is 391.35 but you need a more updated driver to get MPE hardware selected.

So alas.

What about Nvidia geforce gt 520. How Can I use it for premier pro GPU acceleration with windows 10 version 1709. I have read all comments on this problem and check the above system requirements for Adobe new releases and I got to know that my GPU is just useless.

LATEST

Nope. The GT 520 is also of the Fermi generation, which is now totally obsolete. Nvidia had completely discontinued all support, outside of archived drivers, for that and other Fermi GPUs way back in 2018. Although Fermi technically continued in "legacy" support status until January of last year (2019), no drivers - not even security patches - were ever released for that series of GPUs since the 391.35 driver version came out near the end of March 2018.

And Windows 10 version 1709 is now no longer supported at all by the latest version of Premiere Pro. In fact, it is now no longer supported even by Microsoft, its EOL having been reached back in May of last year (after which there will be no more security updates, ever, for that version of Windows). You will need version 1803 or later to even run Premiere Pro 2020 at all; however, 1803 had already reached EOL status this past November. You will need to update Windows to the latest version (1909) in order to continue receiving security updates (as Windows 10 versions only receive support for 18 months after release).

And the GT 520 itself is totally useless for GPU acceleration: It is glacially sluggish, compared to even modern integrated on-CPU graphics, in GPGPU processing tasks (in fact, almost every single Intel integrated HD or UHD graphics since Haswell equalled or beat that GT 520 in Premiere Pro's MPE GPU acceleration mode performance in spite of the deficiencies in Adobe's OpenCL support). Worse, its memory throughput is far below that of even a PC's system RAM - and when that memory throughput mismatch occurs, the CPU is prevented from ever becoming fully utilized even when the software demands it. That will cause a HUGE bottleneck in your system, even in everyday apps.
