PDF document asking for password to open

I created a document using Standard 8.1.1 In the security settings, I selected no copy and no print, but I did NOT restrict opening the document. That is reflected in the rundown of the security policy for the document.
The pdf file is posted on a website. When anyone tries to open the document, they are prompted for a password. What's more, the password I assigned doesn't work. What did I do wrong?

I would guess the file was damaged in transit. If you use FTP, be sure
to use binary FTP.

To check this, download the file directly, rather than trying to view
it. See if it opens after downloading.

The file must have been corrupted somehow after uploading, because it was working fine. I deleted it and re-uploaded and everything's fine. Such "delicate" files, so easily corrupted. :-)
