Exactly right, Gernot.
I was able to replicate the 'problem' by using RGB mode. Eyedropper readings within the masked object are 19.61 / 39.61 / 59.61 / 0.39.
Differences between my readings and the OP's might be caused by different color space settings.
Or, it might be a version-dependent thing. -

Repeatable on Mac and Windows
CMYK document mode (I never even tried with RGB, as I never work in RGB in Illustrator.)
The incorrect CMYK values are reported regardless of color settings (but different incorrect values result depending on what those settings are). -

Yes, totally repeatable here (CS4,CMYK, VIsta 32).
I have one strange difference - with every additional click of the eyedropper on the clipped object the actual fill colour of the clipped object changes. If I sample in isolation mode everything is normal. -
