      Non framed site.
I would like to make an absolute link to a web page and have it open on selected page in my site.
There is mention in dreamweaver about a target link. I have tried it but it don't seem to do anything.

I would like to make a site page, open a linked web page and have it open in the site page I have made. It then would be confined to the area or space that I give it instead of being splashed all over the monitor.

Can this happen? If so, how do I do it?

          Have you tried Anchor tags?

You mean you want to have one page open within another page? You will need to use frames for that. Are both pages on your site? Why do you want to do this?

Google "IFrame". It has the same problem set as frames, though.
