I went through this when I was working in Germany.
The language options are for the EULA and not for thr application itself.
You would have to buy the Deutsche Version. and CS2 is no longer available.
I don't know whether Adobe do cross language upgrades – you'd have to ask them.

you need to buy the german version of photoshop. you can't switch languages on the fly. the selection you made during the install is only for viewing the EULA (licesnse).

I'm just not sure why you would even need it to run in german if you are inside the US. Is it for a friend/ family member who doesn't speak English?
