I don't see TOC, Index, Search & Glossary when calling help from a topic

Has anyone else had this problem? I am using webhelp with context-sensitivity, and I call for TOC, Index, Search & Glossary to be displayed. If I go to the welcome start page, these are exposed. But when we call help for a particular page, these areas are not displayed, but they can be opened using the show link. I'd far rather see the left hand pane exposed, rather than ask the user to click this link. How can I do this?
