Can a single RH8 database maintain a Help system in several languages simultaneously, or are we talking about several disconnected databases?

By database, do you mean instances of your help output?
If so, then no, you must have a separate output for each language (or one big help system with all languages together).
If you're asking whether you can manage multiple languages within a single help project, the answer is yes. You can then generate one output per language from that single RoboHelp project.

OK, SO I can maintain multiple languages in a single project ... would that involve a conditional build tag for each of the several languages? I have already pushed conditional buld tags pretty hard because of other complexities in the product being described.

Yes, conditional tags are the only way to tell RH to exclude the languages you don't want in each output, or to include just a certain language if you want to go that route.
If you're already using tags, this could get complex. However, if all of your original language content is tagged the way you want it, it should still be tagged the right way when it comes back from the translators. So then it's just a matter of applying the right language tags and then setting up all the SSLs with the correct conditional build expressions.
