Finding / skipping CSV errors in files

I have a user that refuses to check his CSV files for errors prior to
uploading them into a bulk mailing system and then complains when the system
gives him an error. Does anyone know a good place to find information on how
to either delete a faulty line of information or skip it when a csv is
uploaded.

John, john@home.com
Mary,mary@home.com
Steve,steve#home.com <---gets skipped or removed
Stacy,stacy@home.com, <---gets skipped or removed
Mark,mark@home.com

As you loop through the file, do your checks before you take the final action with that line. List functions look like they would work.
