How do I use mulitple submit buttons for LiveCycle Dev forms?

I'm creating a document in LiveCycle developer designed to go back and forth between two parties when conducting an investigation. I've created two submit buttons to attach the document in PDF format to an email.

I've created the mailto URLs for both buttons but the URL for the first submit button is what's being used when both buttons are pressed.

I need both buttons to be functioning correctly. I suspect maybe it's a hierarchy issue? Not sure...

Is there anyone that can tell me how to solve this problem and use two submit buttons with unique URLs?

There are different ways to set up the email buttons. Can you post your form so we can see what you have done?
