Going from FCP to AE - you can use Premiere Pro CS4 to do this, since it has the ability to open and convert FCP projects, preserving a lot of settings (motion with keyframes, color correction, text generators, etc). Then you can save it as a PPro project, which AE can import also preserving a lot of features.

By itself AE does not use TCs, as they are mostly irrelevant for shot-by-shot compositing work, but of course there is no denying that it would be useful and feature requests for this exist. To throw in your voice, add one on the respective Feature Request Form. For exchanging data with FCP, the latest Premiere Pro update offers a built-in XML import and export, meaning you could open your FCP project in PPro, then import the Premiere stuff into AE. Surely this feature will make it into AE some day as well...

out of interest how well do the xml files deal with nested items from FCP when put into premiere?

You have to save from FCP an XML project file.
Here you can read instructions and the (impressive) list of supported features for translation from FCP to PPro.

I believe it supports some of that, but only if they match in size and framerate. Since I'm neither particularly often using FCP nor Premiere, better check the info provided on the pages for the update to verify...
