CS3 included the option to use an Adobe dialog but this was removed in CS4 because of instability, leaving only the OS Open dialog.
This can be modified independently fom PS. Ther are different methods for XP and Vista.

Not sure what you're seeing at your end. I see an Adobe crafted 'file open window' that bears no resemblence to my own system file open menu:

I can add and remove 'Favourites' from my system 'file open' window. The Adobe one seems to have been invented by Adobe and offers no means (AFAIK) to add/remove what's on the left.
