I'm still very frustrated about this issue. I have found out that under CS3 this was working just fine.
I can't stand the behaviour of the pannels. can't stand it.
I want the old behaviour back, where I could control pannels and not they conrtol me.
I just want to move them around without pressing ctrl or them stick to one another.
It is slowing my workflow.
And this behviour that I'm unable to bring a pannel forward by pressing their center is a nightmare to me

I'd try trashing the prefs again, and maybe whatever workspace you are using, then build it again. Maybe your video driver needs updating?
I'm pretty sure you know how to replace the application preferences, but just in case: Adobe InDesign CS4 * Setting preferences

I get the same behaviour on other computers too.
I checked it on 12 others that ID was just installed and it's the same behaviour.
I also checked it under CS3 where it is ok.
I don't know. I need to check if it's a cs4 bug, but i hardly believe it... but I will...

Just to make sure that we are doing the same thing, here is a screenshots of 2 pannels. the red circle is showing where i'm trying to press. when pressing there it should bring the pannels to front but it don't.
If you will make sure we do the same and you get a correct behaviour, than I will report it as a ME bug.

I'm seeing the same thing on my machine.
If you have two panels open which partially overlap each other,
clicking on the back one does not bring it to the front. I agree with
Shlomit, that it's very annoying!

Mac and Win does not have the same application behaviour.
Anyway, it's good to know it's a us bug.
which makes me wonder how come no one said anything about it.
Herbs, the US version just got a new update. Have you updtaed it? there is not yet an update for the ME one and I wish to know if the update fixed this issue on the US version.

Shlomit, If you use keyboard shortcuts to bring the panels forward, it
works. Maybe you should learn the KBSCs for the panels...

But when i teach I can't use shortcuts, and beside, I wan it to be flexible and not have to choose a certain way to work with...
