If you shot interlaced, it is a bad idea to deinterlace. You'll be throwing away half your vertical resolution.
Export a short piece of your timeline to Encore, burn to DVD-RW and try on a settop box. Does it still show the same behaviour?

My camera source is miniDV Panasonic Model PV-GS320 shot on SP.
I guess I could edit just one routine and not do anything with it and just burn a copy.
Export as mpeg 2.
What is the best setting for export with this set up since it isn't HD (NTSC DV High Quality) is that what I should be using?

With that material use MPEG2DVD and adjust the settings according to the outcome of the calculator and do not deinterlace.
