In RoboHelp 7, is there a setting that will allow the author and/or external user to see how many times a project/topic has been viewed?

Only if you generate WebHelp Pro / FlashHelp Pro, and place that output on a server that has RoboHelp Server (a separate product) installed on it. That is, only locations with the RoboHelp Server installed can produce reports with that info, so at $2K apiece, I suspect this would only be cost-effective for companies who are hosting the help on their own web site.

You might be able to work with your developers to implement something external provided by a number of companies. Do test them thoroughly as if they rely on the address bar, that remains static no matter which topic is being viewed.

Enter "page counter" into Google.

In addition to what Leon and Peter have mentioned, you can use log analysis to get a count on visited topics. But, it takes some cooperation with your Web Admin folks.

All web servers (no matter what brand) keep a log of pages served. On my sites that do not have RoboHelp Server, I use Web Log Expert. http://www.weblogexpert.com/
It won't be nearly as sophisticated as Robohelp Server, but may help in determining which topics are being visited and how often.
