The exact method will depend on what you want.If you wish to Export, then setting the WAB (Work Area Bar) will give you that.
If you wish to get this altered Clip to the Timeline, then Dbl-clicking on the Clip in the Project Panel and setting the In and Out Points in the Source Monitor, then dragging to the Timeline will do that. You can then reset both the In & Out Points, and drag another, yet different, instance to the same Timeline.
If you wish to have these altered Clips in the Project Panel, then Sub-Clips will be what you need.
So, the answer is - it depends.

May be I haven't made myself clear. But I want to export and render the short clip to a new file which I want to have everything the same as the original clip. Just like I cut off a few seconds off it and that few seconds becomes an independent file.

That is because these are professional programs designed for video professionals who would know what their source media was and how to get the same out of the program.

Sorry, but I think that I am still not following you.

OK, you have your original source file. It is complete and is also unaltered. If you want a "Copy" of it, just use Windows Explorer, or similar to make that Copy. If you want a separate file of your edited version of that source file (as it appears in the Timeline), use the WAB (Work Area Bar) to include just that edited instance of the source footage, and Export just the WAB. This will give you a separate file with the edits in it.
I still feel that neither is what you want. If you can step me through, maybe with screen-caps, what you have and what you wish to end up with, I can see the operation more clearly.

Say, the original footage is 40 sec long and I want to get a 5-sec section out of it, in a separate file that I can email to someone. But the requirement is that the 5-sec clip should have the same mediainfo as the original footage and contains no edits, except of course the length. I want to do it in either Premiere Pro or After Effect if possible.
The file size of the original footage is too big to be sent to someone, so I have to make a smaller one. Then the person will know the mediainfo and properties of the original footage from examining the smaller file.

As to the "media info," do you mean the metadata of the file? If you just want the "properties" of the original, then you will probably want to copy all of that, especially if you will be Exporting your WAB in another format/CODEC to compress it and keep its size down. Also, remember that even if you start with, say a DV-AVI Type II with the full Duration listed, and Export as another DV-AVI, but with the shortened Duration, the information will reflect your Exported file, in regards to Duration, and not the original file's Duration.
Exactly what parts of the information are required? There might be some other way to get the info that you need, whether in a TXT file, or otherwise. Also, please remind me of your source footage and which format?CODEC you intend to Export to, for the e-mail.

I think that it might be very helpful if you can outline exactly which properties you need to match between the original source material, and your Export. That will very likely allow someone to address those particular issues.

Say, you have a very good footage of 2gigs in size, I want you to send just a few seconds of it to me so that I can examine the metadata myself and also I can watch the footage and get how the quality of the footage is. How would you make that few seconds of clip and send the file to me ?

When I am doing critical analysis of footage, the metadata is not really important to me. The quality of the footage, in a visual sense, is what I am looking at.
The format of both the original and the Export, might have a bearing on which metadata entries will come along, and which will be changed.

I just want to have a few seconds clip from the original footage, i.e. everything the same except the length of the original footage is longer and the exported footage is shorter. In another word, I just want a cutoff from the original footage.

If I cut off a small piece of paper from a large paper, that small piece has the same quality and property as the large paper. So I can take that small piece of paper as a sample for other people's examination. I just wanted to do the same for the footage.

That depends on your source footage. Using DV or DVCPRO HD, just export in those formats. Using ay kind of MPEG, you can't.
The metadata will always be changed, of course. So don't worry about that.

Well, the answer is "that depends," and is the reason that I had asked for the format/CODEC of the original source material. That alone will determine what you need to attempt to use.

It really doesnt matter what you record if all you want to do is send out a sample for someone else to play with.
Does your camera record to miniDV tape ? If so then just re-capture only a 5 second clip.
I think that would be the quickest way instead of trying to export something to match what your camera shot.
If you post a screen capture of your file with G-Spot then that would give info too that might help.
