Captivate 3 Quiz Back/Skip Issue

I have created a very simple 3 question quiz in Captivate 3.0.1 Build 589 with multiple choice questions and there is a "Back" and a "Skip" button on the page that is created.  When a user clicks on the "Back" button, it goes back a page and then starts the quiz again, however this time, no one can click on any of the choices nor the "Submit" button now.  Can anyone advise what I am doing wrong?  I am publishing it as Flash (SWF) with the Export HTML option as this is going to be used on the web.

Are you allowing the trainee more than one attempt?  Increasing the Allow user x attempts option should solve this.
