Downloaded Text to speech, but won't work

I haved downloaded the neo-speech software to convert text to speech, installed it, however I can not get it to play.  I have checked the box, but cannot get any sounds to play.  I keep getting a message saying I have not installed the voices.  Any ideas?

The Neospeech install bar will start, go for maybe...2 minutes then just disappear and nothing happens.  I am at work, could that be causing it, if they block flash, etc?
