When I import this footage into After Effects or Premiere firstly it reads it as 1.04 fps and so of course does not play smoothly at this rate. If I re-interprate the footage to 23.35 or 25 and then render it still cannot see all of the other frames and instead only speeds up all of the footage.

The file plays fine in quicktime, VLC etc...
It was sent to me and I do not know how it was exported but I'm guessing using compressor and all the info is above.
Any ideas on how to solve this problem?
Your best bet is to export that footage out of Quicktime Pro to a self-contained movie, using the Animation codec @ best/full quality before using it in AE.
See if that helps at all.
