Gyno-jiz Sep 28, 2009 12:04 PM (in response to jod-zeee)The bitmap image has only 100% white and 100% black pixels. Applying threshold to these pixels will have no effect (even if PS applies threshold to a sub sampled preview image which is confusing you).
Converting it to grayscale doesn't initially affect the values of the bitmap pixels (100% white or 100% black), unless you enter a number larger than 1 in the size ratio dialogue when converting. So you can either make it grayscale by entering say 2 in the size ratio dialogue (which will halve your file resolution, or pixel dimensions), or you can apply a slight blur to the image before applying the threshold adjustment layer.
If the image is lower in resolution (below 600 ppi), you might also be able to just up the resolution by a factor of two and let PS' bicubic smoother algorithm create the gray pixels needed to have threshold have any effect. It depends some on what you're trying to do with the image.
Preview at 100% zoom while you work for a more accurate preview (instead of at 50 or 25% as you were doing in the first place).

I thought I had successfully applied threshold on a similar image only minutes before, but I must have done some interim step(s) to create gray pixels.
