In order for a user to save a PDF with data using Adobe Reader the document must be have Reader Extensions (RE) applied to it. You can apply RE either using a full copy of Acrobat (for one file at a time) or using LiveCycle Reader Extensions (for server side as part of a batch or in an automated process). There are additional restrictions on the Acrobat method that are detailed in the Acrobat license.
