They said you're "a man of few words," but I'm wondering if maybe you're responding via e-mail, rather than a Web browser, and are experiencing a problem.
Unfortunately, too much changes in the XML notations in the Project files to allow any backward compatibility, though one can usually go the other direction. The only exception (a tiny one, I will admit) has been with Encore CS3 Projects opening in Encore 2.0 with few issues.

PS - for others, one can open PrElements Projects (with some Effects and Transition issues) in PrPro, but not the other way around.

Prem Pro CS4 will not export my timeline. I spent a lot of time putting the project together. I guess I will have to start over in Prem Pro 2.

Now, before you do your Export as DV-AVI (can't recall if you had an SD, or HD Project right now and this is for SD), I'd suggest that you NOT edit too tightly, and NOT add Transitions, unless you know 100% that you will NOT need to do any re-edits in PrPro 2.0. The reason for these admonitions is that if you DO need to do much re-editing, you will not have any Handles on your Exported Clips, and this can cause big problems.
I go so far as to add about 02 sec. of Black Video between any Clips, so I can find them easily, and also leave plenty of extra Frames for Handles - unless I am 100% sure that what I have done in the later version will be perfect, when I Export, then Import the resulting file. While in CS4, you only have Instances of your Clips in the Timeline, so you have Handles. When you Export, you no longer have Instances, but the "finished" Clip - no Handles. This might be moot to you, but something that one should always consider, prior to the Export, when they will be Importing that file into another NLE, or into a previous version.
