Error installing Digital Editions

I  am trying to install Digial Editions on a Dell netbook running Win7 Starter Edition. When I get to the Authorize Computer screen I enter my Adobe Id and password then click Activate. The next thing I see is an error window with the message E_ADEPT_REQUEST_EXPIRED followed by a URL.

I know I used a valid id and password because I used the same id and password to login here. Can anyone suggest a solution? Thanks.
