The general consensus is that you do not need a super card for general use. 3D puts more strain on system.

I think your focus should be on how much you use CS4 and for what task.
A good video card will do the trick for occasional edits, but if your working on video or working on a lot of images you will want the better card.
Anything new these days in the $75+ range should work well, but when you want the better performance a little extra $ goes a long way.

The GT 240 is considered a weakling, it costs too much for the performance it offers, even compared to the rest of nvidia's cards (the 9800gt beats it for the same price).
On the other hand though, considering that you don't really care about performance, the GT 240 would probably work for you. Ati recently released (as in about 2 weeks ago) the 5670 which is very similar in terms of power consumption, price, etc with the GT 240 but offers more performance so you could also check that out

I have used two low cost nVidia cards 7300GT and 9400GT, and only stepped up because I changed mobo.
Both performed well in CS4 which just goes to prove that you don't need $$$$$
