Smug Mug is a Photo Sharing Site. All you need to do is create an account and upload your own photos.
Flicker is another Photo Sharing Site you could use.

What I didn't mention before is that the photo gallery I want will be only one part of a community-based commercial site under development that needs to integrate with other parts. So I want to own the code, so to speak, and will pay (or study hard) to get it made.
That's why I'm asking what sort of developer/skills I'd need to make this happen.

I see. OK, for starters you'll need a firm grasp of XHTML, CSS, JavaScripting, and server-side programming such as PHP and MySql databases.
You also might like to look at an open source Groupware solution such as TikiWiki that has a lot of stuff already built into it.
