Linking projects together

Good morning.  I have been reading on the forum of others who have been having problems linking projects together.  I have done several and not had any issues; however, I am presently working on one and can't seem to get it right.  I am not sure if I am not naming the projects correctly, but what is happening is that I have Project 1 and want to link it to Project 2, but when I publish it, Project 1 links itself rather than to project 2.  What am I doing wrong?
