      I am used to working with an older version of PE where you could edit sound

      directly on the timeline.  What I did to solve my loud boat sound was devide

      the clip and section out the audio that way.  Perhaps there is an easier way

      but I am a novice!!!  Thanks for the help.

          The method of editing sound is no different in the current versions than it was in the older version of Premiere Elements, Mo. The only difference is that, in the newer versions, you need to open the Properties panel by right-clicking on a clip on the timeline and selecting Show Properties.

            If one is only working with Levels, I like to use the fixed Effect>Volume, and then Keyframe the Levels in Volume in the Effects Control Panel. That saves me having to Razor/Scissor the Clip into pieces.

             

            After I have added my Keyframes, I either use Ease-Out/Ease-In, or Continuous Bezier to "smooth" the Volume transitions out a bit. When initially placed, these are linear in their Velocity, and I like to adjust that, so that the changes are not so abrupt.

              Another way to handle Levels is to use the Audio Mixer, and Automate the Sends. Note: these Keyframes will be attached to the Audio Track. If you move Clips about, the changes will still be applied to the Track, regardless of how the Clips are re-arranged. The Keyframes in Effects Control Panel are attached to the Clip and will follow those Clips, should you move them about.

               

              If one is going to use the Audio Mixer, I would go to Edit>Preferences and turn down the frequency of those Track Keyframes. By default, I feel that Audio Mixer adds too many - you can get by nicely with far fewer.

                Here is a look at Audio Effect>Volume Keyframes in the Effects Control Panel in PrPro 2.0. I chose PrPro, as its Control Panel is closer to that in PrE 7 and PrE 8. They are not exactly the same, but closer than my PrE 4. Hope that this helps:
