Well I just found a work around.. I just made a sub clip of the clip in my time line and just used that over my orig clip and blurred out what I wanted.. took me a whole hr to figure out tho.. but i guess that's why they call it learning right?!?!?!

You could have used the original twice.

I'm with you. One can have a virtually infinite number of "instances" of a Clip on the Timeline, and each can have totally different In & Out Points, if necessary. Each can have myriad Effects, unique to each instance.
I would have just done it that way, but then I like to keep things simple (except when Colin tries to take my Track Matte Keying away from me).
