Have you updated CS4 to version 11.0.1?
You could also try resetting your preferences as described in the FAQ.

You either have to physically delete (or rename) the preference files or, if using the Alt, Ctrl, and Shift method, be sure that you get a confirmation dialog.
This resets all settings in Photoshop to factory defaults.
A complete uninstall/re-install will not affect the preferences and a corrupt file there may be causing the problem.

D Fosse-QDEaQ1 Mar 20, 2010 11:01 AM (in response to Matthew A Kraus)Check in Program Files (x86) > Common Files > Adobe > Color > Profiles. Icc profiles are only installed in the (x86) directory.
The list you mentioned are the profiles in the "recommended" subfolder, if it's outside that folder it will appear further down in the working space options.
It should also be in Windows > SysWOW64/system32 > spool > drivers > color.
If for some weird reason it's missing altogether you can download it. Do a google.
